Laser surgery for torn Retina for Mom

My mom was diagnosed with a Torn retina, they told her she is at the point of it becoming detached at any moment which will cause her to loose her eye sight, we tried to get her Medicaid but they say she makes $100 over on her pension check, not even caring about how much she pays for rent Bills etc. We are trying everything possible to get her some thing affordable. Any one that knows my mom knows how she is. She befriends everyone, will be a mother figure to anyone who needs it. Welcomes you into the family without hesitation. She also is who watched my 2 month old baby and helps me around to apts while his dads at work. Soon she will loose that too..... I am not one to ask for money. But at this time I am asking for any for any possible to help. This is for her... I am so scared for my bestfriend and just trying to see if I can help to get her in. They told her it needs to be done as soon as possible and it's been 5 days since we found out. If anyone can help it would be greatly appreciated.
