
Justice for Ticarra: Prevent Violent Crime Recurrence

As an advocate and mother, I ask for your help and prayers as I establish into law, "Ticarra's Law," which will prevent violent crime offenders or those who commit violent felonious acts of crime from being released on Signature Bonds or attainable Cash Bonds; thereby eliminating the opportunity for them to become repeat offenders, as was the case for my daughter, Ticarra Danelle Manning.
My youngest daughter, Ticarra, was brutally attacked on October 6, 2024, resulting in her suffering an intracerebral hemorrhage (ICH) injury where massive swelling and bleeding occurred throughout her brain, which was determined to be inoperable. She succumbed to her injuries and passed on October 17, 2024. Our family and the entire ICU team celebrated her 35th birthday in the Intensive Care Unit at Gundersen Hospital, La Crosse, WI, where she resided from October 6 - 17, 2024.
She leaves behind two amazing sons, ages 8 and 13, who, if you can imagine, are totally lost without her. We have also set up a Venmo account in her honor: $AllAboutTic.
Her assailant was released on a Signature Bond for committing a violent crime (Class H felony) just 90 days prior (July 2024) to her attack. He was imprisoned on October 6, 2024 for this attack and remains confined. The victim of his previous assault reached out to my family expressing her condolences and assistance/information in creating this law.
