This is Richard Togstad on March 21st 1992 my sister Tanna Togstad and Timothy Mumbrue we're brutally murdered in Tanna's home in Waupaca county, Wisconsin. For over 30 years, our family lived with the devastating pain of not knowing who was responsible for taking Tanna's life. Tannas mother Helen Hoffman carried this unbelievable grief for 3 decades. In August 2022 when an arrest was finally made in the case. The emotional shock proved to be too much for my mom, Helen, she passed away 2 days after the arrest and 2 hours after her being told that someone was arrested. Never getting the closure, she so desperately needed. While a criminal trial recently concluded with an acquittal, our family continues to seek accountability through a civil justice system. Civil case operates under a different legal standard than criminal cases. Requiring proof by preponderance of the evidence " rather than" beyond a reasonable doubt. We have filed a civil lawsuit seeking justice. That represents our family's final opportunity to get some form of justice. To get closure with respect to devastating impact of these crimes had on our lives. Why we need the money? Civil litigation is complex and very expensive. We will have to get expert D NA analysis, forensic evidence and medical testimony. Court filing fees, investigation expenses and legal fees for what may be a lengthy court process. As a working family, these costs go way beyond our means. We cannot let financial barriers prevent us from seeking justice for Tanna, and Helen.
