About Me

My name is Pennie Collinson, and I live in Coeur d’Alene, Idaho in Kootenai County. For over 24 years, I’ve proudly owned and operated Coeur d’Alene Photography LLC, capturing family portraits, senior photos, and community events. I’ve lived here for more than 33 years, deeply rooted in this town since childhood.

My Advocacy

Beyond photography, I’ve always been an advocate for children. My cousin, Marcy Davis, was murdered by a carnival worker when she was seven years old. Marcy was sexually assaulted, and her case made national news. This horrific crime triggered my lifelong commitment to protecting children.


Since then, I’ve been an activist and supporter for children.

• I helped change laws against sex offenders.
• I donate my time photographing for Wednesday’s Child and The Children’s Village, supporting vulnerable children and families.
• I question local leaders for bad practices and challenge policies that can harm children.


What Happened

In 2019, I began photographing local campaigns, including candidates running against the current sheriff, Robert Norris. Since then, I’ve been targeted.

At a recent public forum in Cataldo, ID., Kootenai County Sheriff Robert Norris pointed at me in front of about 60 people—including farmers, grandparents, law enforcement, and government officials—and falsely implied I enjoyed public sexual acts, claiming I like to take pictures of children pornography at the county library, essentially labeling me a pedophile. Of course, he made this up believing his position of authority made him immune. I have been steadfast in protecting children most my adult life.

He didn’t stop there. Sheriff Robert Norris has campaigned against me on his official sheriff’s page and across every local outlet available, encouraging his supporters to speak against me. This coordinated attack has ruined my business, destroyed my reputation, and caused immense personal harm to me, and to my family.

He offered a $10,000 reward for anyone with a video of him saying these things—knowing his rule that he not be videotaped at public events. But there were dozens of witnesses. Many have already come forward and along with me agree that Sheriff Norris’s villainy cannot be ignored.


Why I’m Fundraising

I am now pursuing a lawsuit against Sheriff Norris. This is not only about justice for myself—it’s about setting a precedent so that no one in law enforcement would dream of publicly defaming or falsely accusing a citizen without consequences. This fight is about accountability, dignity, and ensuring protections for everyone in our community.
