Justice and Healing for Prince the Husky

Hi, I am trying to raise awareness and funds for my Mother's white Husky (son) Prince.
March 14th, 2026 at 10:11am, he was hit by an undercover dodge-ram . How do we know that? One, he ran him over and circled back to see what he hit, in his own words " I thought I hit a kid".
And two we have the footage. The entire thing was caught on camera. The police officer was in an undercover truck and was in uniform.
What led up to the incident started as any other day, my mother asked Prince if he wanted to go outside , he ran to the backdoor and she let him out. The backyard is completely fenced in. Unfortunately the gate was unlocked due to the lawnmower being taken out a few minutes earlier, my mother had no idea. She closed the back door , walked to the front to open up the curtains and noticed the mower was out front. She immediatly ran to retrieve Prince but by then he was already in the front running around. My mother immediately got into her car to look for him. He ran into a Main Street and crossed safely. As cars ran back and forth my mother safely drove across and parked to retrieve him. But as most dogs do before they are caught, he ran away as she tried to retrieve him. He ran across n Florida ave and his head was struck by the rear passenger tire. He started to seize immediately. My mother tried dragging him to the side walk but he was heavy and she was in deep distress after witnessing her baby boy be hit.
This is when the cop circled back and asked her "what happened? Are you ok?"
my mother replied " some stupid f*** hit my dog and drove off."
At this time he never admitted to running him over or said any type of im sorry. My mother didn't even know he was the one who hit Prince, she was in such deep emotional distress all she was focused on was her Prince. He just offered to help put him in the trunk and asked for her name and number to "make sure she gets the help she needs and to stay in contact with him."
She took Prince to the nearest ER Veterinarian and immediately told her she needed at least $3,000 for getting him started, we could only gather $1,200 for them to even see him and start to help him.
A police officer(not the same one who hit him) turned up at the ER to basically say the officer who hit Prince didn't think he hit anything. He apparently was going the legal 45 mph. It was also made a point to say that Prince dented the right back rear well. The police officer also stated he didn't want to write a report because then It would go against my mother because of "negligence". It seemed to be a scare tactic.
Thankfully we also have a witness who also saw the whole thing. She is the one who talked to the police officer after the incident and he stated "I thought I hit a kid",that's the reason he turned around. The witness stated she saw he was either on his phone or his computer but he was not paying attention to the road infront of him. He was definitely going faster than the speed limit compared to all other vehicles.
Prince will be on seizure medication for the rest of his life. He is constantly pacing and pees on himself. He is only 2 1/2 years old. He constantly walks into walls. we paid for X-rays and medications , thankfully no broken bones. We have to give him multiple pills a day to keep him from seizing and being in constant pain. But due to the constant seizures and traumatic trauma caused to his head, the doctor said he needs a brain scan immediatly but as you can imagine they are extremely expensive and vary from 5-8k.
Even if you cannot donate please share this. Our family wants justice but most importantly we want Prince to get better and try to live a normal life. He is our baby and all our whole family in complete emotional distress over him and this situatuion.
