Help for Boo

Hi,
My name is Boo, I'm a 7 year old Pembroke Welsh Corgi, and I need your help.
Six years ago, my Mom rescued me from a high kill shelter in West Virginia and brought to to RI where I've had the best life ever. I have so many people who love me and I love them right back.
Two weeks ago, my Mom noticed I was not feeling my usual, perky self. I was having trouble walking, getting sick after eating (when I did eat), and just laying around looking sad.
We went to my doctor (she's awesome, btw) and she told my Mom that I was very sick. I've got an enlarged heart and large bone spurs and dysplasia in my right front elbow. I guess my adorably stumpy legs are prone to this issue, and it's now making it almost impossible for me to move around without help. Even going outside to potty requires me to be carried, which is pretty embarassing, especially for Corgis.
My Mom has going through a difficult time, both personally and financially, and I hate to see her so worried about me and my health. The doctor told her my heart problem can be managed with (expensive) meds, but the leg issue will require surgery to correct. Time is of the essence in fixing my leg so I can get around on my own again..
We would really appreciate any help you can give so that I can get these problems addressed and my Mom and I can go back to hanging out together, going for walks, and running around after my two cat sisters who pretend they don't like me, but I know they secretly do. They're just too proud to admit it; you know how cats are.
