Help Vietnam Veteran keep section 8 housing

I have PTSD , short  term  memory loss and Diabetes. With my Disability's  I forgot to send in some paper work and now they have terminated my section 8 housing I am going out on the street. Why i cant just fill out the paper work now i don't know ???  I am 75 years old and have no criminal record,  and an Honorable discharge. Is this the American way ?????
