Help! Vet bills- dog attack

My cousins dog was attacked while she was walking her in her neighborhood. The dog who attacked her was off-leash and wouldnt let go of Remi. My cousin is a teacher and has a huge heart. The unexpected incident is quickly becoming a huge expense for her, with required surgeries for Remi. Please help!
