Help us recover from a car lost to a flash flood

Friday night, my sister, her 2 young children (4, and almost 1), and I were headed to visit our friends in Pennsylvania, around 2 hours away. We had expected rain but were unaware of the flooding to come. Before I could get their (our friends in PA) warnings of the flooding, I had no service. It was completely dark out, and I have a headlight out. Plus, the road is freshly paved, so it's super black and all looks the same because it's all wet from the rain. We rerouted once because of an ocean of water across the road, but that was when I knew where to go and still had service for GPS. We were almost to our destination, and we got to a spot that looked like water flowing over the road. I couldn't see far enough ahead to know how much water it was and where it stopped because, like I said, it all looked the same in the dark and when wet. It didn't look over a foot, and I didn't know where to detour to if we turned around, and we were stuck in between flood zones. It was so bad that I was worried the whole valley could flood and i didnt know how to reroute not being familiar with the area and we couldve ended up somewhere even worse. So, I drove through the water, and we almost made it through, but there was a dip in the road where it was deeper. The car started to float and then floated over into the guardrail, and then settled into that dip. The car shut off in the water, water started coming in the doors, so we had to get out, and luckily someone came to bring us up to our friend's house. Definitely the biggest mess-up of my life, but I didn't know what to do. I've never seen flooding even remotely that bad. My friend Bill said he drove through the same spot 15 minutes before, and it was still passable. It was a true flash flood. I'll definitely never drive through water again without making sure it's not deeper than like 10 inches, especially if it's dark. They said that even if I would've turned around to go the other way because I didn't know what roads to take, the same thing could've happened somewhere else but worse because the guardrail stopped us from floating into the bad part of the flood and ending up upside down.

I'm afraid that this one mistake may have entirely thrown my life off the tracks. My car is from Carvana and is a 2014 Subaru Forester. While I have insurance, they are only going to give me book value, which is probably $10,000 max. Of course, like many financed cars, it was priced higher than book value at around $16,900 and was around $20,500 after financing. I hate to look for a handout, but at this point, and after so much stress and trauma in this situation, I don't know what to do. If I could raise enough to pay what the insurance doesn't, I may have a chance at getting another car and not having everything go down the drain. Please only donate if you truly can afford to do so.
