Help us put my uncle to rest and be with his wife

Hi everyone, if you don't know me, my name is Bennett Schatz. The man in the picture is my Uncle Donald who had been living a tough life after losing his wife, my Aunt Trish, years back. The photo is from a visit at a nursing facility in Walnut Creek and is the only photo I have of him before he took a turn for the worse, and passed less than 6 months later after being moved out to Stockton.
My uncle passed away in the care of the county and now they won't release his body unless we pay $1,600 for cremation services. If anything, I'm not doing this for me I'm doing it for my mom, his sister, who has been doing nothing but fighting with the county and the hospital while he was alive to keep him alive, and continues to this day since he passed away to get his remains. It has been over a month now and they still do not accept responsibility, and it is emotionally damaging to her but still is fighting for her brother.
He died of pneumonia waiting on a gurney in emergency for 3 days to receive dialysis. Because he wasn't in a room for 3 days, hospital care wouldn't look at him or treat him for anything, including his dialysis, which is probably how he succumb to contracting it.
In those 3 days of laying in a hallway, his basic needs were completely ignored from meals to being cleaned up - and the only reason he was taken care of was because he would call my mom or me to take care of him remotely, 2 hours away. We would have to call the hospital every hour to ensure he was being taken care of like he should. This is the last picture of him that I have where he wasn't bedridden, sick, or hooked up to monitors and tubes.
Everyone knows times are hard and with an expense like this, I don't know if we will ever be able to pay it. I just want to say thank you for whatever you're able to help with. I just want to bring everyone a bit of peace, and bring him home where he belongs. This is probably one of the hardest things I've had to do in a long time, not because it's hard for me to ask for help monetarily, which it still is, but it'll mean that he's actually gone.
