Help Us Build a New Hospital & Shelter – Phase 1

Every day in Lahore, Todd’s Welfare Society is on the streets rescuing injured animals, treating the sick, and protecting vulnerable dogs through TNVR (Trap, Neuter, Vaccinate, Release) programmes.

We are there when:
• A dog is hit by a vehicle and left on the roadside
• A cat is suffering from an untreated illness
• Street dogs are at risk of disease, starvation, or mass culling
• Overworked donkeys collapse and are abandoned











This is not new work for us — it is what we do, every single day.
But the need is growing faster than our facilities can handle. Animals are arriving injured and sick in numbers we simply don’t have the space to manage safely. Without expansion, even the most dedicated rescue work has limits.
That is why we are building this project in two carefully planned phases — to save lives now and create long-term protection for the most vulnerable animals.

1. Preparing the Foundations & Security — £73,148
Before we can build clinics, we must secure the land and lay down vital utility lines to keep the facility running.
• Site Enabling & Preliminary Works (£3,454): Site clearing, levelling, excavation prep, and building access roads.
• Perimeter Security & Gates (£42,242): Main gate installation and secure fencing to keep our residents safe.
• Substructure & Civil Works (£18,500): Foundations, underground drainage, sewerage, and electrical conduits.
• Utilities & Power Infrastructure (£8,952): Electrical distribution, water pumping systems, and utility rooms.


2. Core Medical Hospital & Operations — £88,214
This funds a state-of-the-art medical hub so that no animal is ever turned away due to lack of space or equipment.
• Animal Hospital Core Facility (£38,238): Construction of the veterinary hospital, including an ICU, surgery suites, diagnostics, and a dispensary.
• Administrative & Staff Facilities (£31,432): Admin block for rescue coordination, intake, records, and staff residential facilities for 24/7 emergency care.
• Medical Finishing & Sanitation (£13,062): Specialized medical flooring, washable walls, and advanced infection control systems.
• Kitchen & Food Operations (£5,482): Commercial kitchen, cold storage, and sanitary food preparation areas to feed hundreds of animals daily.




3. Quarantine, Isolation & TNVR Hub — £27,676
Crucial for preventing the spread of infectious diseases and expanding humane population control across Lahore.
• Quarantine & Isolation Units (£10,427): Separate bio secure isolation wards for dogs and cats with independent drainage systems.
• TNVR Operational Structures (£5,536): High-durability steel structures and covered operational zones.
• TNVR Kennels & Recovery Areas (£11,713): Post-operative kennels and temporary holding areas for dogs undergoing population control.


4. Specialized Rehabilitation & Shelter — £61,006
Spaces designed for long-term emotional and physical healing.
• Cat Shelter & Enrichment Facility (£40,892): Specialized cat enclosures, vertical enrichment spaces, and long-term shelter.
• Dog Rehabilitation & Therapy Zone (£20,114): Large rehabilitation yards, exercise zones, and behavioural recovery areas for traumatized rescues.


TOTAL PHASE ONE TARGET: £250,044

Looking Ahead: Phase Two Sanctuaries
Once Phase One is complete and operational, we will move into Phase Two, which focuses entirely on creating lifelong sanctuary spaces for animals who cannot return to the streets:
• A Dog Sanctuary for senior, disabled, or deeply traumatized dogs.




• A Cat Sanctuary providing lifelong care for the most vulnerable felines.



• Pakistan’s Largest Donkey Sanctuary, offering safety, space, and dignity to abused and overworked working animals.



If going to plan this will be the largest stray animal hospital and sanctuary in Pakistan. Where the land will belong to our furry residents.

I am the Vice-Chair of TWS, but am based in the U.K. I joined TWS because the state of street animals in the city of Lahore, where I grew up, saddened me, and I wanted to help these poor, wretched creatures. I fundraise for TWS outside of Pakistan so that as many animals as possible can be saved. Once the funds are raised, I forward them to our finance team.


We receive absolutely no government funding whatsoever and rely 100% upon donations from our kind and generous supporters. Please note that we are officially audited, and our financial statements will be available online on our website or by request.
