Help Turn the Gas Back On for a Disabled Mom

I am trying to help my mom get her gas back on because she has NO hot water in her home and has been living like this awhile because my mother's name was on my grandmother's account and they have tacked on her bill of $750 after she passed away on my mother's account.

She is disabled and living on a fixed income. If you can find it in your heart to help my mother, I'd have a heart of gratitude.
