Help Three BIPOC Lesbians Pay Rent

Hi, I'm calling out for emergency assistance as my roommates and I were scammed by a rental property in Richmond and our living conditions have become beyond unlivable.  We are in need  of assistance paying debt that has wracked up in the process of taking legal action. My roommates and I are all closeted lesbians escaping abusive environments and were eager to find an affordable living space that we thought would finally be a safe place. We were reached out to on a housing app within our city and were contacted by a potential roommate who reached out to us saying she was also gay and in need of safe housing. This seemed too good to be true but we took our chances and were not suspecting anything of it until two weeks in the lease our roommate who had reached out to us began making us extremely uncomfortable, was homophobic, and uncomfortable around BIPOC in general. It got to the point where our safety felt threatened and our roommate, left without telling us and still insisted we paid the bills to them since the bills were under their name.
We have gone without water, little to no electricity, black mold, and no working appliances, despite paying everything in full, documenting everything wrong within the house, and contacting our "landlord," multiple times.  Our lease is for a year and we have been living in these unsafe conditions for the last 6 months, after conducting a lot of thorough and deep research we not only found out that this rental company purposefully seeks out vulnerable, young, lgbt+ people, but does so with malicious intentions to scam us, evict us, and put us in unlivable conditions. We have not missed a single month of rent and have paid all our bills in full, however after discovering our water was shut off our shady landlord claims they never received our water or utility fees. We are now without water, have even recently found out our apartment is bugged after checking for cameras, we remain in extremely unsafe living conditions, and are also being threatened with eviction. We are asking for any assistance in paying for the water and utility fee's that have racked up over since our landlord claims they never received the money from our former roommate, leaving us homeless and in debt. Our landlord and the rental agency refuses to get back into contact with us despite us driving in person multiple times and calling them daily. This entire situation has been extremely stressful and traumatic and any assistance would be appreciated.
