Help Susan rebuild - TX ice storm property damage

Sending out a desperate plea for anyone who can offer assistance. Please help my sister-in-law Susan. She suffered a catastrophic loss due to the past week's ice event coupled with state-wide power outages in Texas. She had several pipes burst causing extensive water damage to over half of her home - completely underwater. The power surges as electricity was turned off and on damaged her refrigerator and possibly the well that pumps her water. She sustained damage to indoor pipes, outdoor pipes, water heater, electrical system, appliances, flooring, sub flooring, molding, trim, paneling, and loss of food. Much of the damage is still yet to be discovered as she needs several repairs to even get to that point.

Susan was staying with her parents during the worst of it and roads were iced over. She could not return to survey the damage until the damage was done. She has no homeowners insurance as this was a family home that was willed to her. 

Susan is a single mom who lives with her disabled daughter who suffers from a severe form of epilepsy. The situation is dire and any and all help will be greatly appreciated.  Please share and please help! Thank you and God bless!
