My name is Steve Bostock.

I am not a lawyer. I am not a politician. I am not a professional activist.

I am a Ventura County tradesman, a custom glass fabricator and installer, who has spent more than forty years building things the right way, with precision, integrity, and pride in my craft. My work may not involve farming, but as an outdoorsman who respects the land for its food-bearing purpose, I know how important prime farmland is to the heritage, economy, and future of our community.

That is why one question has driven this entire effort:

What adopted legal authority allowed the Ventura Ranch Farmworker Housing Project to proceed without a SOAR vote?

Years of research, hearings, filings, and public records requests have not produced a clear answer.

And when land previously identified as Agriculture and Open Space later appeared as "ECU-Agricultural," the County should be able to show exactly when, where, how, and under what adopted authority that change occurred. If no such authority exists, then the approval should be unwound and the decision returned to the voters through the process SOAR was created to protect.

This case is not about stopping a project at all costs.

It is about transparency, accountability, stewardship, and respect for the will of the voters.

Ventura Ranch is not just another parcel of land.

For generations, it was lemon orchards, ranchland, open space, and part of the agricultural identity that helped shape Ventura County.

Once converted to urban development, that history cannot be restored.

The orchards are gone.

The farmland is gone.

The open space is gone.

Forever.

What began as a simple question became a three-and-a-half-year journey that has consumed thousands of hours of my life. I have reviewed thousands of pages of documents, attended hearings, filed public records requests, participated in administrative proceedings, pursued appeals, built a public-education website, and assembled an extensive evidentiary record in search of one thing:

A clear answer.

As a self-represented litigant, I have carried this case farther than most believed possible. After investing thousands of hours of personal time and thousands of dollars of my own money, I have developed a substantial record focused on one simple principle:

If government is going to permanently change the future of irreplaceable farmland, it should be able to clearly identify the legal authority for doing so.

The case has now reached a stage where experienced legal counsel is essential to ensure that the evidence and legal issues are presented as effectively as possible.
