I DID EVERYTHING RIGHT. I REPORTED FEDERAL MISCONDUCT THROUGH OFFICIAL CHANNELS, IN WRITING, EXACTLY AS THE LAW REQUIRES. IN 2025, I WAS FIRED FOR IT.
I am Dr. Beata Czupak, a naturalized American citizen holding a doctorate in geotechnical engineering with expertise in data science, and a former federal employee. I came to this country at eighteen — by choice — drawn by the belief that in America, hard work, honesty, and competence are rewarded, and that the law applies equally to everyone, including those in authority.
The American people invested in my education and my professional development. I gave everything in return — through service, through technical expertise, and through an unwavering commitment to the standards and procedures that protect the public. When I witnessed conduct I believed violated applicable federal law, regulations, and official policy, I did what those laws require: I reported it, in writing, through every official channel available to me.
The result - I was terminated in 2025. The justification offered does not withstand review of the factual record. I believe my termination was retaliation - the direct consequence of that reporting.
I have already spent about $100,000 of my own savings fighting this. No organization. No sponsor. No foundation. Just me — a person who believed accountability was worth defending, and is now paying the price for it.
WHERE THINGS STAND
I am currently before the Merit Systems Protection Board (MSPB), the federal tribunal that adjudicates employment and whistleblower retaliation claims for federal employees. This is formal litigation, with all the costs that come with it. I am awaiting decision by the judge. EEO process started in 2024 and the judicial process is next. IG, OSC are in the process. I plan another trip to Washington DC in May 2026 to speak with senators.
I have exhausted my personal savings just to get here. This campaign is how I continue. Every dollar raised goes directly to attorney fees, legal filings, expert support, case costs and second trip to Washington DC— nothing else. WHY I NEED YOUR HELP NOW
Legal costs don't pause. Attorney fees, transcript costs, filing deadlines — they keep coming whether or not I have the funds to meet them.
Here's what your donation actually covers:
- $38,000 – attorney costs to conclude MSPB, assuming no need for an appeal
- $20,000 – attorney costs for EEO case (next 2 months)
- $20,000 – attorney costs for Inspector General submissions, which I have been handling without representation up to now
- $20,000 – attorney costs for Office of Special Counsel submission and attorney follow up about request for internal audit of funds and adherence to law, regulation and procedure (when submitted with no representation, I was ignored)
- $2,000 – my 2nd trip to Washington DC to meet with senators and request committee hearing
WHY THIS MATTERS
Federal employment law, including the Whistleblower Protection Act, exists for a reason: to ensure that public servants can report waste, fraud, abuse, and violations of law without being destroyed for doing so. But the law only works when those it protects can afford to invoke it.
MSPB, IG, OSC and EEO proceedings are document-intensive, technically complex, and expensive. Attorney fees, expert support, transcript and filing costs, and the time required to litigate a federal matter are simply beyond what most individuals — particularly those who have just lost their income and career — can sustain alone.
I am not asking anyone to prejudge this case. The legal system will determine the outcome. What I am asking for is the opportunity to be heard — to present a full and complete record before the judicial system that was created precisely for this purpose.
WHO I AM
I hold a doctoral degree and built my expertise over decades, much of it supported by the American public through academic investment in science and engineering. I joined federal service not for advancement, but because I believed — and still believe — that government works best when its technical experts are allowed to do their jobs with honesty and without fear.
I raised concerns because I believed it was my duty — to the law, to the public, and to the standards my profession requires. I documented everything. I used every appropriate channel. I persisted because the issues I identified are real and ENDANGER THE PUBLIC.
Now I am asking for the support needed to see this process through.
