Help Secure Running Water for a Better Life

For 5 years, I've had to use the bathroom outside and be at the mercy of others to shower near my residence without the option of having running water. I've waited for word from Adams County Regional Water that they will run water lines up my road. With a shaking hand, I opened the letter I received on July 31st. I was informed they're under new management, and the water tap fee has increased from $1300 to $1800-$2500 depending on the water tap type. However, they will honor the old rate of $1300 until August 30th.
My residence has been without running water all this time and I am at an impasse to find funds to finally change that before the fee goes up. Over the past 2 years, I have been on a disability reality check journey. I've been diagnosed with Autism Level 1 (Asperger's), Complex Post Traumatic Stress Disorder, Major Depressive Disorder, Panic Disorder, Sinusitis, and Myalgic Encephalomyelitis. These disabling conditions prevent me from working, and after 5 years of trying, I've proven to not have the cognitive wherewithal to build/maintain a sufficient rain collection/plumbing system.
Even if I could work, I have a urogenital surgery to fix a congenital defect that was overlooked my whole life, that is the cause of lifelong inexplicable urinary pain. This operation on August 13th (5 days from the time of writing this!) has a 6 week recovery time outside of the deadline for the cheaper water tap fee. Due to my vision impairments of esotropia and limited depth perception and peripheral vision, I am unable to haul my own water. Relocation is not a feasible option on the basis of it exacerbating mental health conditions.
I have a pending social security application, based on the SSA's timeframe prediction, I should have a determination by the end of this or next month (September). I have contacted all relevant social services agencies (Adams and Brown Community Action Partnership; Pike County Community Action; Ohio Department of Job and Family Services; USDA Rural Development) and every church on Google maps in Adams and Brown County and the sad reality is, no one has any available funding for water taps at this time. After exhausting every option I have come to GoFundMe to attempt crowdfunding as a solution, I hate asking for money, but I can say the total of $1300 will go directly to Adams County Regional Water District, a nonprofit providing water to the county. It will expedite me finally being able to take care of my basic hygiene needs and my neighbors having running water as well.
