Help Save my 16 year old daughter

My daughter is currently at Children's hospital. She was admitted to the ER this past Saturday. Ashley has now been hospitalized 4 times for severe depression, suicidal thoughts and actions, cutting herself, rage & aggression, bi polar disorder and possible borderline personality disorder. 
This time she was taken by police to the ER due to her fighting with her boyfriend, threatening to kill herself (she punched her boyfriend in the face and tried to run out in the street in front of a moving car.)  Her boyfriend called the police to try to help her.

The hospital social worker is now saying they will discharge her soon, as Ashley has to be "willing to be there" and claims "she is not suicidal." 

The mental health system in California is severely lacking and I have reached out to everyone in my area for help for my daughter. No one in California seems to be able to get her into a program that can help her.   
Ashley is an immediate danger to herself and others as she has no idea how to maintain a relationship with a boy.  Current Ashley will not follow any of my rules to keep her safe or rules for our house. If I enforce rules, Ashley says no and shouts profanities at me or just takes off in the middle of the night or day. I have had to call the police on her 2 other times.  Calling the police really does not help either. It just isolates and makes Ashley resent/hate me. 

Ashley was always a very spunky, sassy, funny, sweet, caring and outspoken child. She made friends easily, loved her family and had a pure joy for life. 

As Ashley entered into teenage life, she struggled with depression, anxiety, aggression. She has issues and has conflict with friends, family members and her past and present boyfriend. She has pushed away all of her good wholesome friends with good values and no longer hangs out with them.
Ashley has become addicted to vaping nicotine and marijuana, in such high doses that it makes her sick if she does not have it. No matter what I do, how much I take away, she still finds it and will not stop using. She hangs out with only friends that smoke. I just found out she has been crushing up Xanax and snorting prescription drugs now too.  Ashley has locked herself in the bathroom with knives in the past and I have had to break the door down to get the knife away from her (on 3 different occasions). 

She is now the faceless girl that will not even take a photo of herself without something blocking her face, it is so heartbreaking to see her in so much pain. 

I am in urgent / desperate need to get Ashley into a therapeutical treatment center, boarding school, residential program out of California that can help her get well and ultimately save her life. I need a therapeutic transport which I already have lined up, I have hired a therapist, specialist that places adolescents in the right places so they actually get the help they need. The specialist is trying to find places that accept my insurance and will not cost too much but out of state good programs cost a lot. 

And I am still paying monthly payments to the previous hospitals that she was in in 2019.  Medical debts is something I have a lot of.  I love being a single Mom of two children but financially it is very tough. 

Ashley deserves me to do everything I can to help her, even if she does not know right now that she needs help.
