A rapid, unexpected flood swept through her home for nearly 36 hours, leaving her with almost nothing. She’s been fighting a frustrating battle, caught in a web of finger-pointing, as officials claim this is just "storm surge" from the hurricane. Yet, the flooding began hours before the storm arrived and continued long after it passed. In her area, only about six houses were impacted, but Ruth’s life has been turned upside down.
