We’re reaching out with urgency and heavy hearts. We need your help to uncover the truth about what happened to a Costa Rican citizen while in a United States ICE detention center.

Randall’s Story

Randall Gamboa, a loving fiancé and devoted son and brother was taken into ICE custody in December 2024. Since he was first detained, he stayed in communication with his family in Costa Rica with daily video calls… sometimes several calls a day. According to his family, he appeared to be strong and healthy during those calls. However, in mid-June, all calls with Randall suddenly stopped.

Randall’s family was understandably confused as to the abrupt stop in communication. For the next 6 weeks, his fiance and sister both attempted to speak to Randall, but were simply told by ICE agents, “Randall is unable to speak right now." or “He will contact you if he wants to.”

The Family Knew Something was Wrong.

Getting nowhere with ICE, Randall’s fiance contacted the Costa Rican Consulate, who reached out to the ICE facility. This was their reply:

“Randall is in the hospital.”

“Wait!? What?!?! Why is he in the hospital?! What’s wrong with him?!”

“Sorry, we can’t give you that information.”

Randall’s family was very confused and concerned about this sudden deterioration of health that required inpatient hospitalization. But at this point, ICE and the hospital still would not release any details to the consulate, nor to his closest family members. No one would tell them the state of Randall’s health, or why he was admitted in the first place – they just kept citing U.S. medical privacy laws. Two months had passed and the family still had no idea about what had happened to Randall.

✊ When We Stepped In

I’m a human rights advocate from North Carolina, currently living in Costa Rica. I’m close to Randall’s family and couldn’t sit by watching his family suffer from not knowing why their loved one was in the hospital, and “unable to speak”. They needed answers, and they needed them fast. Randall’s life could be at stake.

Through our incredible grassroots efforts (and help from people like you!), we found an experienced immigration attorney who volunteered her time to help Randall. She began working for the family - hours upon hours- contacting ICE and the hospital searching for answers.

And finally, on August 8th - almost 2 months after Randall’s last communication with his family - the lawyer was allowed to visit Randall in the hospital. The lawyer immediately called Randall’s fiance. The news was devastating.

Randall is alive — but just barely.

He cannot walk.

He cannot move.

He cannot speak.

He can only blink his eyes.

No one at the hospital seemed able to articulate exactly what happened to cause this grave condition. Was it a stroke? Medical neglect? Something else? We don't know, and we need a legal and medical investigation to review the hundreds of pages of medical records to find out what exactly happened.

⁉️ What We Now Know… and Still Don’t Know

After several weeks of negotiations with our attorney, ICE agreed to an order of removal, and Randall was transported home by Air Ambulance (MedEvac) to Costa Rica on September 3rd. He was flown as a patient in critical condition on a stretcher with medical personnel by his side. Once he arrived, the Red Cross of Costa Rica donated an ambulance ride to the family to transport Randall from the airport to a hospital.

He is currently inpatient in Costa Rica, and thankfully has been reunited with his family. However, he remains in critical condition. His neck muscles are so tight (we don’t know why) that he cannot turn his head, swallow or speak. Therefore, he is severely malnourished and underweight. He still can only open his eyes as acknowledgement that he is alive. The doctors are running tests, desperately trying to figure out what happened to him while in ICE custody. Speculations of abuse and neglect need to be investigated further.

What Needs to Happen Now

As of right now, the family still has no idea what happened to Randall, what is the extent of his medical condition, and what are his chances of recovery? Will Randall be able to walk or talk again? The family needs your help to find answers.

⁉️ ¿Qué le pasó a Randall mientras estuvo bajo custodia de ICE?

Su familia exige respuestas.

Nos comunicamos con urgencia y con el corazón en la mano. Necesitamos su ayuda para descubrir la verdad sobre lo que le ocurrió a un ciudadano costarricense mientras estaba detenido por ICE (Servicio de Inmigración y Control de Aduanas de EE. UU.).

La historia de Randall

Randall Gamboa, un cariñoso prometido, hijo y hermano dedicado, fue detenido por ICE en diciembre de 2024. Desde el primer momento se mantuvo en contacto con su familia en Costa Rica mediante videollamadas diarias… a veces varias veces al día. Según cuenta su familia, durante esas llamadas Randall se veía fuerte y saludable. Sin embargo, a mediados de junio, todas las llamadas con Randall se detuvieron repentinamente.

Su familia, con justa razón, se preocupó por esta interrupción abrupta en la comunicación. Durante las siguientes seis semanas, tanto su prometida como su hermana intentaron comunicarse con él, pero los agentes de ICE simplemente les decían:

— “Randall no puede hablar en este momento.”

— “Él los contactará si quiere.”

La familia sabía que algo andaba mal

Al no obtener respuestas por parte de ICE, la prometida de Randall contactó al Consulado de Costa Rica, que a su vez se comunicó con el centro de detención. Esta fue la respuesta que recibieron:

— “Randall está en el hospital.”

— “¿¡Qué!? ¿¡Cómo!? ¿¡Por qué está en el hospital!? ¿¡Qué le pasó!?”

— “Lo sentimos, no podemos darle esa información.”

La familia de Randall quedó totalmente confundida y preocupada por este repentino deterioro de salud que requería hospitalización. Aún así, ICE y el hospital se negaban a dar detalles, ni al consulado ni a sus familiares directos. Nadie decía cuál era su estado de salud ni por qué fue hospitalizado en primer lugar — siempre mencionaban las leyes de privacidad médica de EE. UU. Pasaron dos meses y la familia seguía sin saber absolutamente nada.

✊ Cuando Intervenimos

Soy una defensora de los derechos humanos de Carolina del Norte, actualmente viviendo en Costa Rica. Conozco de cerca a la familia de Randall y no podía quedarme de brazos cruzados viendo su sufrimiento, sin saber qué le había pasado a su ser querido, y escuchando simplemente que “no podía hablar”. Necesitaban respuestas, y las necesitaban rápido. La vida de Randall estaba en juego.

Gracias a un esfuerzo comunitario increíble (¡y a personas como usted!), logramos contactar a una abogada de inmigración con experiencia, quien voluntariamente ofreció su tiempo para ayudar a la familia. Comenzó a trabajar de inmediato — dedicando horas y horas — contactando a ICE y al hospital para buscar respuestas.

Finalmente, el 8 de agosto — casi dos meses después de la última comunicación de Randall con su familia — la abogada pudo visitarlo en el hospital. De inmediato llamó a su prometida. Las noticias fueron devastadoras.

Randall está vivo... pero apenas.

No puede caminar.

No puede moverse.

No puede hablar.

Solo puede parpadear.

Nadie en el hospital pudo explicar con claridad qué fue lo que le causó esta condición tan grave. ¿Fue un derrame cerebral? ¿Negligencia médica? ¿Algo más? No lo sabemos, y se necesita una investigación médica y legal para revisar los cientos de páginas de su historial médico y descubrir qué fue lo que realmente pasó.

⁉️ Lo que sabemos… y lo que aún no

Después de varias semanas de negociaciones por parte de la abogada, ICE accedió a emitir una orden de deportación, y Randall fue trasladado a Costa Rica en un vuelo ambulancia (MedEvac) el 3 de septiembre. Fue transportado como paciente en estado crítico, en camilla, con personal médico a su lado. Al llegar al país, la Cruz Roja Costarricense donó el traslado en ambulancia desde el aeropuerto hasta el hospital.

Actualmente se encuentra hospitalizado en Costa Rica, y por dicha ha podido reencontrarse con su familia. Sin embargo, su estado sigue siendo crítico. Tiene los músculos del cuello tan tensos (aún no se sabe por qué) que no puede girar la cabeza, tragar ni hablar. Por esto, está gravemente desnutrido y con bajo peso. Solo puede abrir los ojos para dar señales de que está consciente. Los médicos están haciendo exámenes, tratando de entender qué fue lo que ocurrió mientras estuvo bajo custodia de ICE. Las sospechas de abuso o negligencia deben investigarse a fondo.

Lo que debe suceder ahora

Hasta este momento, la familia sigue sin saber qué fue lo que realmente le ocurrió a Randall, cuál es el diagnóstico médico completo y cuáles son sus posibilidades de recuperación. ¿Volverá a caminar? ¿Volverá a hablar? La familia necesita su ayuda para encontrar respuestas.
