Help Niece Repair Collapsed Culvert

Due to historic storms, my niece’s culvert collapsed. Lauderdale County says it’s the owner's responsibility to repair and it will cost $15,000. My niece cannot leave her property and can't find work. She is so deserving of a break. No one can visit her because no one has access to the driveway.
