Help my brother leave Venezuela

I'm Andres Arevalo. My brother Alirio Arevalo lives in Venezuela, and works online for a road safety company located in San Francisco, CA. Due to the terrible situation in the country, he's been deprived of internet for around three months now, making it harder for him to do his work. He also has two children with special needs.
