Help me save our 9 week old German Shepherd puppy

This is Lola she’s a 9 week old German Shepherd puppy, she has PRAA. Abnormal vessel is constricting her esophagus, making hard for her to get food in her stomach. She needs surgery or she has to be euthanized. 
We can cover some of the cost, so any contribution is greatly appreciated.
