Help me Get a Wheelchair accessible car

I was born with SMA type 2 , I walked until I was 12. I slowly lost my ability to walk over those 12 years. I was using a walker when I fell for the last time and broke my Leg. That was the last day I walked! I’ve faced so many challenges so far in my life. I know I have many more to come. I’m 17 and I wanted to try and get my permit. I passed!! Now I’m faced with trying to figure out how to make this dream a reality. It’s hard growing up seeing all my friends do all the normal things, I wished I could do. I can’t go stay at a friends houses, “I can’t get in their homes”. I Can’t go driving around with my friends, like most kids can. I’m not asking anyone to feel sorry for me. I’m asking for everyone to try and understand my struggles. I’ve done so much research and it’s pretty sad there is very little help  for this situation.  Thank god for the $15,000 grant but on the other hand it’s pretty sad that it cost $21,000 just to up-fit  the van. Why wouldn’t the grant cover the whole amount? I know I’m asking for a lot of help here, I can promise you all this, It would help me more then anyone could possibly Imagine. I’d be able to get a job, hang out with friends, be more independent.  I’m wanting to go to College at ball state this would also help with that.   I was told I would not be able to drive but as I got older the possibilities to be able to drive, started to become possible, I got my learners permit when everyone said I wouldn’t be able to, but now as I need to get my license and I need to get my car, my insurance only covers $15,000  to help make it so I can drive, however it isn’t enough they told me it cost $21,000 That’s just to up-fit the van so I’m able to drive.  We also have to buy a van that’s newer with less then 50,000 miles on top of that, I have to take driving training and be evaluated, that’s another $2,000.
