Help me fence my dogs in Mos memory

I am a retired, disabled person on a fixed income who also has to work to afford to get by. On 4/ 4/2017 I came home, from a week long visit with family and friends, to a tragic loss of a pet, my beloved black German Shepherd, Mo due to the lack of caring of a contractor who was supposed to have my back yard fence finished before I left. Mo escaped, got into a neighbor's goats, and the man savagely killed Mo, mutilated him, and burned his body and wasn't going to let me have his remains. He lied to me. Sheriff made him give me Mo's remains so we could give him a burial with dignity. I can't afford to pay for a decent fence, as this guy was offering used materials, and I bought other materials on my Home Depot card, returned most , he over ordered so he could try and rip me off. He never finished my fence before I left, as promised, and Mo paid for it with his life. Please help me so this won't happen to another baby.
