Help Louie the Beagle

Yesterday while at Dog beach in OB Louie was attacked by two big dogs out of nowhere.  After  hearing the howls and I grabbed my dog! The owner of the two dogs tried to secure her dogs, while I’m on the ground crying holding my dog. The owner said “I will be right back for you”and ran off. I called 911 and waited a hour for someone to come help us. The lady never came back to help, luckily a man found us and carried my heavy injured dog for miles in the sand. Now my dog is fighting for his life in the ER still. My Vet bill is $2500 right now, stuck with a bill because this woman left my dog on the beach to die!!!!
