Astronomical Water Bill

Carl Steed is an artist located in the DMV area whom is in need of assistance and support. He is a retired disabled DCPS Art Teacher. Carl is only but one of many teachers, whom we consider a HERO with no cape, that lives on a fixed income. With the consistent increase of the cost of living it is difficult to maintain the essential utilities for a home. Currently, Carl is at risk of loosing one key essential utility , that is water. Without assistance, he will be unable to satisfy his daily living needs. Your help will be very much appreciated and would make a significant impact in his time of need.
