Cat shot in eye - Please help

Totoro is a stray cat that an ex resident left behind. He's a sweet boy but he lives outside. It appears as though some heartless individual shot poor Totoro in the eye. The projectile is protruding from the corner of the eye but it doesn't appear to be infected yet. I just got done reading another cat with a skin infection and I just don't have the money to cover veterinary care for this injury. Any help would be appreciated.
