Help George get his water turned back on

We are trying to raise money to help my neighbor with his water bill. I just found out he has been living without running water for a year and a half.  He is an 84yr old US Army Veteran in failing health who's girlfriend of 30 years passed away just before hurricane Irma hit. He lives on $700 p/ month social security and can barely pay his utilities.  After Irma hit,  he fell 2 months behind on his water bill and they shut it off.  When he went to the water department to work it out, they had tacked on so many fees he simply couldn't afford it.  They have continued to charge him $89 p month since then (16 months) so now the bill is up to $2100. They refuse to work with him on removing the monthly charges he has incurred since they shut it off and will not restore service until its paid (as seen on Fox4 In Your Corner). He is taking showers at the VFW, collecting rain water in buckets to flush the toilet,  and buying 5 gallon jugs of water to drink and cook.
