Help late Vet's child - Insurance deny all surgical claims

This is Gabby, our 16-year-old daughter, soon to start her Junior year of High School. On June 1st, 2024, celebrating her first day of her first job as a soccer referee, she suffered a catastrophic dental injury that has left her eating soft foods since.
A significantly big piece of granite was inside the steak taco dinner she ordered and bit into. As she bit into it, a loud, crunching, breaking sound came from her, and she began to choke. She spit everything out, and I was completely shocked to find a piece of granite!
Yes, GRANITE! How does this happen?? The restaurant did nothing.

This has been devastating. 7 weeks later, across more than 17 different dental specialist appointments she's been bumped into as an emergent case - no one was able to give a clear, concise, plan of treatment. Her injury covers across many different specialties of dentistry and everyone has had a different opinion. Her dental insurance will not cover her claim. They have denied it repeatedly.
I appealed it 5 times, the endodontist, orthodontists, dentiat, and oral surgeons have each appealed it to no avail before they said no and permanently closed her case.
We have seen Dentists, Orthodontists, Endodontists, finally landing at several Maxillofacial Head & Neck Oral Surgeons.
They are talking root canals, possibly losing 2 permanent molars, needing two dental implants in the future - because she's too young for them now.
Part 1 - 4 extractions with the 1st surgery. There's jaw, bone, tendon, and nerve damage.
Part 2 – Corrective procedure will prepare her for the 2nd surgery.
Part 3 – Oral Surgeons will extract another tooth and bring down another tooth, and possibly make an incision to slightly move the two damaged molars. Whether they can be saved is unknown at this time.
Part 4 – Orthodontists will fit for braces with hopes of repositioning and uprighting the damaged lower molars. If they cannot save them, then she will lose those two permanent molars and need those to be extracted as well.
Part 5 – The implant Specialist will place a cap to protect the bottom molars and have her fitted with a special mouth guard too since the injury has left the tips of the molars exposed to the impact of the molars of the upper jaw.
If they cannot save them, then those two molars need to be extracted too. Implants would need to be done at age 21 or 22, because she's not done growing. She has suffered tooth, jaw and neck trauma as a result.
No conversation begins without the word surgery, and all is followed with "your insurance doesn't cover - we need payment up front." All of this is astronomically expensive, and out of my reach.
I am, on permanent disability. Her father, a disabled 2nd generation, US Army Combat Veteran, is sadly, no longer with us. He died 5 years ago from complications preparing for a kidney transplant. We have no ties to Miguel's family. That relationship completely deteriorated when he passed away. Gabby hopes to be 2rd generation Military, and follow in her Father’s footsteps.
Outside of a handful of family and friends, no one has ever been concerned if the kids had food, if they needed anything for school, if they had clothes, how they were feeling mentally or emotionally, nothing.
We needed love, support, and family.
Our struggle and our story, especially for Gabrielle, who has suffered and endured so much medically in these last two years, had just days prior received medical clearance to play sports – then this happens.
Family is important. Everyone has things going on. Everyone goes through a season… this season seems like it has not let up for our family. I didn’t know what else to do. I was hesitant but my daughter needs help, and with all the humbleness in the world, I'm asking for help. Please help make this care possible.
Her 3rd year of high school will begin just like her sophomore year ended injured, recovering, and absent. There's little time for recovery, as school starts the second week of August.
Can you help give this us a moment to breathe. I feel like I'm drowning in an ocean of medical, political and healthcare red tape trying to get her the correct medical care.
Gabby has been through so much. She deserves to be a happy, healthy kid who didn't deserve to lose her entire summer vacation suffering, unable to eat, in great pain because I took her to get some tacos. I've been running in circles trying to get her the right care through the correct channels to no avail. We need help.
