Project CARE [Critical Aid Response] for DARJEELING, India

GOAL:  to save Precious Lives of Darjeeling Hills

BACK GROUND:
In View of the rising Covid-19 cases throughout India and Darjeeling hills being no exception, Edwards
Foundation in association with Darjeeling Initiative has decided to start Project CARE for Darjeeling.
As seen everywhere in the world and especially in major cities of India there are huge gap between the
demand and supply of urgent medical care and medical equipments, anticipating that there will be no
exception in the case of Darjeeling hills as there is already a huge surge in the virus transmission during this
second wave of Covid 19. The existing poor health system of the entire Darjeeling hills is already
overwhelmed and exhausted. This project CARE for Darjeeling will aim to fill in the gaps and provide urgent
and critical aids to the needy within the Darjeeling Hills.

CARE for Darjeeling Project will have following Components:
- Provide Medical Oxygen through Oxygen Concentrators or/ and Oxygen Cylinders
- Provide other important and vital accessories like Oxy Flow Meters, PPE kits and Sanitizers.
- Provide Oxymeters (SPO2 meters) to the CBO’s and SHG’
- Provide Medicines in Consultation with registered medicine practitioners.
- Provide Safe homes and meals to the Nurses of the Government Covid Ward the frontline Covid Warriors.
- Provide Nutritious meals to the ailing Covid Patients at the Government designated Covid Hospitals.
- Provide cooked meals or rations to the needy under home isolation.
- Provide Transportation for needy with suspected covid symptoms to nearby health facilities. METHODOLOGY of CARE for DARJEELING:

FUND raising and Utilisation:
Darjeeling Initiative and Edwards Foundation will pledge for donation and contribution in cash or
kind amongst people who loves and are whole heartedly willing to be part of this initiative residing
in and outside of Darjeeling. Various platforms like Social media, one on one, direct contact and
crowd funding sources will be used for fund raising.
100% of the fund raised for this initiative will be spent only for “CARE for Darjeeling Project”. Fund
raised shall not be utilised to cover any overhead cost and all human resources will be completely
on Volunteer basis.

Project Implementation:
The major part of implementation of this project will be a centralised Call center with a strong
dedicated Rapid response team for the Darjeeling Subdivision and collaboration with active NGO/s
in Kalimpong District and kurseong sub Division.

Project Reporting:
A Daily bulletin describing the impact and reach of the project per day with cumulative data will be
shared on public platform. The daily bulletin will also share information about resources needed
and resources available.
All funds collected online/ offline will be made public on social Medias periodically.
A final Project Summary with financial report will be shared to all donors upon completion of the
project.

Human Resource/ Volunteers:
All technical/ Medical assistance will be provided by Dr Plaban Das along with two dedicated
trained nurses.
Volunteers will be selected through a thorough screening process. Online/ Offline orientation of
the selected volunteers will be done before initiation of the project. Volunteers will not be paid
any remuneration but meals and TA if applicable will be provided.
We already have received many requests from enthusiastic, dynamic and committed people with
immense love for Darjeeling and service to mankind to provide voluntary service for this noble
initiative.
But keeping in view and nature of the crisis we will encourage people - Who are healthy
- With no known co morbidity
- With no recent travel history
- To the extent possible people who have competed their course of vaccination both
preferably if not then at least the first dose.
- With any kind of Medical background or basic trainings

Secondary Volunteers:
Representatives of Samajas/CBO/ Youth Clubs based on various parts of
the Darjeeling hills or any individuals committed and interested to serve at this moment of crisis.
Rapid response team will comprise of primary volunteers. Secondary volunteers will be identified
and selected from various parts of the Darjeeling Hills and stationed on standby at their current
location.
For Kalimpong, Mirik and Kurseong we will be collaborating with an active NGO/CBO or clubs.
Central Control Centre:
A Central Control Centre will be set up at Glenerys Restaurant, Nehru Road Darjeeling equipped
with a hotline number. All urgent medical needs and transport facilities will be stationed at the
central control centre. The centre will be open for calls from 6 Am to 6 Pm and manned by
volunteers and rapid action team to respond to any urgent medical assistance.
Central control Centre will be operated by members of the Darjeeling Initiative and volunteers
from Darjeeling town and nearby places.
All distress calls will be properly analysed and verified through our network of secondary
volunteers stationed all over Darjeeling hills. After careful verification and analysing the needs
Rapid action team will be swung into action.

Provision of Urgent Medical Services:
Once the distress call has been received, analysed and verified via our network of volunteers. A
team will be assigned to perform the following:
- Transport of Oxygen Concentrators/ Cylinders/ accessories as and where needed
- Provide medical assistance over telephone or by on spot visit by a doctor/ or a trained
nurse.- Provide transportation / or ambulance with basic oxygen support to shift the patient to the
nearest available health facility.
- Provide cooked meal or ration based on need.

Transportation/ Ambulance:
At least two vehicles equipped with basic oxygen supply, first aid, sanitizers and PPE kits will be on
standby throughout the duration of this project.
After every trip the vehicle will be thoroughly sanitised and made ready for the next trip.

Safe Home:
Keeping in view of the risk of transmission of the virus to the family of the Nurses assigned on duty
at the covid wards. A temporary safe house will be arranged for the nurses to relax and rejuvenate
without having to come in close contact with their family members.
At least two meals will be provided to the nurses at the safe house.
