Help Coach Lu with unjust fines for swim lessons

Coach Lu needs your help! The City has issued me fines totaling $8,000 with $4,000 of that suspended (providing I obtain the correct licenses and permits).
After 17months of permit and license challenges with the City in trying to offer swim lessons, I have been issued $4,000 in fines. Please help me raise $4,000 by the end of September.
