On February 2, a city water main break in New York City caused a devastating flood on Bill’s block. Water mixed with mud poured into Bill’s ground floor apartment and basement, destroying irreplaceable personal property, important documents, and leaving him without heat. The damage was extensive—his boiler, water heater, washer, and dryer were all ruined, and the cleanup and repairs are overwhelming.
Bill Cruz has lived a life of service to others. Throughout his state career, Bill has been a friend in advocate for our members, our agency, his community and our country. He has over 50 years of federal, state and local government experience that includes honorable military service. He fought for us as our PEF OASAS Executive Board representative and Chairs of the OASAS Statewide Labor Management and Health and Safety teams, as well as Division Council Leader and Steward. Additionally, he served as the Chair of the PEF Affirmative Action Committee.
He was a negotiator of one of our best, if not the best, ‘07-‘11 PEF Contract, where we received 13% increases over 4 years; we got PEP and our PEF grade pay was increased to match CSEA for the same grades and we got Geo increases up to $3,000+ from $1,300; and millions added to PEF committees; education, nursing, etc.
Bill also led campaigns to stop the OMH merger; and personally lobbied and testified on our behalf to the New York State Senate, Assembly, and the OMH and OASAS commissioners. Bill negotiated the initial OASAS telecommuting policy and then got it increased to 50%; he’s successfully defended members from unfair and unsatisfactory evaluations and counseling memos; he’s sent live videos, pictures, and emails to OASAS Commissioners, the Executive team and HR to illustrate live health and safety incidents needing immediate corrective action.
Now, Bill needs our help. The funds raised will go directly toward cleanup, repairs to his home, and replacing the major appliances and equipment lost in the flood. This is our chance to give back to someone who has given so much of himself. Every contribution, no matter the amount, will make a difference in helping Bill recover and reminding him that his community stands beside him. If you’re unable to give, please consider sharing this page and keeping Bill in your thoughts and prayers. Thank you for your generosity, compassion, and for helping us honor Bill’s lifetime of service.
