Help Beckey and Jerry with House Flood

My sister and her husband had a huge flood at their home on Thursday night. The water rose to over four feet in the downstairs of their bi-level home. They lost almost everything that wasn't up on shelves. They need to replace their washer, dryer, boiler, furniture, bed, and so much more. As the insurance company said that this is an act of God, NOTHING is covered. And, FEMA won't help as the area wasnt deemed a disaster area. Jerry's family and I went to help yesterday and that living level of their house is basically a disaster area. The loss both financially and emotionally is huge. Beckey and Jerry are on a very limited income and don't have the kind of money that is going to be needed for this disaster. Any help would be appreciated. By the way, if you see this and then my obituary, my sister killed me for doing this.
