Help Abused Neighborhood Cat Snoop

Snoop (aka Cleo to some) is an 8 y/o white and black cat that lives at the Rohnert Park Terraces with his human, Cassie. Cassie has had Snoop since he was a tiny ball of spotted fur and has been a resident of RPT for 10 years. She is delighted that Snoop easily makes friends with other tenants and is an unmistakable fixture in our courtyard. Snoop can be found lounging in the best sun spot, on his own doorstep or a neighbor's, and rolling around in the grass of the common areas.
 
Last year, a man named Steve moved to our complex and has infamously become the "neighborhood bully". If he decides he doesn't like you, regardless of prior interaction or not, he will egg your car and throw garbage on it. He seems to enjoy antagonizing people that he has decided are homosexual in his own mind. But he yells at anyone from behind his screen door or his front windows and has even threatened to burn down apartments. He even belittles the maintenance workers for our complex from his backyard. Our HOA has a large file on him, especially since he's vandalized their office, and police officers are a regular at his apartment. A few months ago, he had to travel outside of Sonoma County to adopt a small dog, who is often heard whimpering and yelping.

Steve had been seen attempting to befriend Snoop in the past, but Snoop has not been interested. He made a comment to a neighbor that "that stupid cat ignored him" and has not tried to play with Snoop again. However, Steve has been caught tossing the little fruit from our complex's trees at Snoop, thankfully never hitting him.

This all changed on Friday, April 23rd, when we heard Steve's dog Luna, and only Luna, crying in agony.
Later that evening, Steve went after a neighbor, who has lived here for only 2 years and is not related to Lily and Snoop, by screaming at her that "he was going to take that cat for a ride". Since she didn't know what he was talking about, she ignored him, though the yelling continued. Concerned about his behavior, the police were notified and once again ended up at his apartment. The officer was overheard instructing Steve that "if a neighbor goes after him with knife, then that is grounds to make a 911 call."

The morning of Saturday, April 24th, Steve completely crossed the line when it was discovered that the woman he had been badgering the previous evening, with threats of violence to a cat unknown to her, had one of her tires slashed! She believed it was retaliation for ignoring him.
The police made another visit when a man announced that Snoop appeared to be ill in his backyard. Cassie retrieved Snoop and horrifically discovered that Snoop's tail was broken! After confronting Steve at his door, he admitted to Cassie that he picked Snoop up and swung him around by his tail before launching him into the courtyard! Steve claims Snoop mauled him after he got too close to Luna and called 911 for the attack. EMS did not arrive because it was a misuse of 911! Steve made the conscious decision to not seek medical treatment for what appears to be self-inflicted butcher knife wounds, not scratches from a 7lb cat. Understandably, we are all unsure of Steve's story and have yet to find witnesses.

Steve then had the audacity to get into an argumentative loop with Cassie that Snoop was not her cat and belonged to the woman he yelled at the day before! The police took a report for the animal abuse and the vehicle vandalism but did not arrest Steve. The HOA was left many voicemails over that weekend.

Upon veterinary attention, it has been determined that Snoop's pelvis is injured and that his tail would need to be amputated, which was performed on April 29th. Cassie has spent thousands of dollars on Snoop's vet bills; money she had put aside for nursing classes, and even though the officer that attended to this incident requested copies of the bills (and tire repair receipts), both of these women have yet to be reimbursed. The neighbor that found the injured Snoop has already donated $500, in-person, to Cassie towards vet bills. This campaign is to help Cassie with the remaining balance.
