Help a Struggling Couple Get Their Car Back

My husband is unemployed, being the main breadwinner, but he had to leave due to mental issues caused by his job. It's taking longer for him to find a job than he had anticipated. I make enough to help in some areas, but the main ask is to help get our car back. It was taken by our city, and it's a necessity to help transport me to work and for his future interviews.
