Help me finish UC Berkeley

I started attending UC Berkeley as a transfer student in Fall 2016. Due to my academic achievements, involvement in school activities, and contributions to my community, I was supposed to be awarded the Cond Transfer Scholarship Dream of $19,470. However, my scholarship was never disbursed. After contacting Financial Aid, I was notified my scholarship was "frozen" because my AB 540 application was denied (AB 540 is a financial aid application for Dreamers). Unfortunately, I do not meet the three years of high school completion requirement since I obtained my GED at an adult school. Regrettably, there is nothing I can do to appeal this clause in the scholarship. At this point, I have successfully completed my first semester at UC Berkeley with a 4.0. I have a current debt of $12,000 that I must pay before being able to continue with the Spring 2017 semester. Thank you for your contribution.
