Carlos Ernesto Escobar Mejia who fled violence in El Salvador decades ago, died at the hands of ICE despite the fact that he should never have been detained in the first place, and was refused release despite qualifying as a member of a very high risk class of detainees who federal courts across the country have already ordered released.
