Judge Smith served with distinction as a Federal District Court Judge for the Eastern District of Pennsylvania for over nine years, and previously as a Pennsylvania State Trial Judge on the Court of Common Pleas of Northampton County for twelve years. In addition to his judicial service, Captain Smith dedicated 30 years to the United States Navy in the Judge Advocate General's Corps, presiding as a military judge over Navy and Marine Corps courts-martial both domestically and abroad, and serving as an appellate judge on the Navy-Marine Corps Court of Criminal Appeals.

Judge Smith’s unwavering commitment to justice, integrity, and public service left a lasting impact on the legal profession and the many lives he touched. This initiative offers us a meaningful way to honor his remarkable contributions and ensure that his legacy continues to inspire future generations.

To commemorate Judge Smith’s profound service to the judiciary and to our country, we are commissioning two official portraits: one to be displayed in the Federal Courthouse in Philadelphia, and the other in the Northampton County Courthouse in Easton. These portraits will serve as a lasting tribute to his dedication and distinguished career.

On September 23, 2025, Judge Smith was laid to rest with full military honors at Arlington National Cemetery, a place reserved for our nation’s most distinguished service members. The interment ceremony was a solemn and powerful tribute to his decades of service in both the judiciary and the Navy. Arlington now offers a peaceful and dignified resting place where loved ones, colleagues, and fellow citizens can visit, reflect, and pay their respects to a man whose life embodied honor, duty, and justice.
