On Tuesday afternoon, Frank Cardona was involved in a serious hit-and-run in New Britain while walking to work. 

Frank, who is a Residential Service Instructor for the mentally disabled, suffered a fracture in his lumbar spine, a leg fracture, and bruised ribs.
