Hey there! I'm Chef Joseph Rumberger, and I have a vision to bring Tumwater an exciting all day bistro, bar, creperie, and coffee house. Inspired by parisian cafe culture and rooted in the bounty of the Puget Sound region. It's called Bar C'est L'eau (it's the water) and we're located in the new and beautiful Tumwater Craft District. Complete with beer garden, amphitheater, and a million dollar view! We promise to provide you with a top notch dining destination for any occasion!

I'm a 20 plus year restaurant veteran with a proven track record in excellence, with my partner Laura Hallett, a staple of the local wine and craft beer industries for more than 10 years; I know with a little help from the community we can bring Tumwater the restaurant it truly deserves. We're here to put Thurston County on the national culinary map!
