Emergency Ventilator Manufacturing Pilot

In an effort to combat an anticipated upcoming ventilator shortage, we will create stopgap devices based upon designs provided by the MIT Emergency Ventilator (E-Vent) Project to support Tillamook County Regional Medical Center, in Oregon. This is an independent, volunteer-led effort, with no legal connection to Adventist Health. Additional regions may be added at a later date, as interest arises and needs are communicated. 

Our goal is to minimize the loss of human life where possible, by supplying qualified clinicians with the tools they need during the Covid-19 crisis, to free up ICU ventilators to support the most critical patients, or support patients in life-or-death situations when there is no other option.

The initial allocation of funds is intended to cover the cost of materials to complete assembly of a prototype, and up to 10 emergency ventilators, to supplement existing ICU ventilators and combat the Covid-19 pandemic as it progresses through Tillamook County. The design will be based upon prototypes currently being tested and studied by the MIT E-Vent team, and developed around the simple notion of supplying air to patients via an Ambu bag.


A focus on patient safety, and thereby device resilience, will be prioritized throughout the course of the project, but balanced with an urgent timeline. A prototype is intended to be created within 4 weeks, or less, with copies of the chosen solution produced immediately thereafter.

Thankfully, in light of the pandemic, by way of the Public Readiness and Emergency Preparedness Act, the US Department of Health and Human Services has declared liability immunity for medical countermeasures relating to Covid-19, which is what allows us to conduct this work in such a timely & low-cost fashion. Supply chain problems, as well as increased costs for expedited shipping options, make it difficult to determine with accuracy whether the targeted amount will be sufficient to complete all 10 ventilators, so the initial goal is a rough estimate. It is also still unclear whether the hospital will be allowed to purchase the emergency ventilators provided by our team, or if they would accepted only on a donation basis, given that these devices do not yet meet FDA approval, & are being deployed as an emergency stopgap measure only. Therefore this will be a crowd-funded project, and supported by volunteer efforts. Excess funds will be donated, in the form of food or funds (depending on need), to the local Oregon Food Bank.
