Help Brian Rebuild After Tragic Accident

I am asking for help for our dear friend Brian Targonsky.
Brian is a guy who has given 110% of himself any and every time those of us who are lucky enough to call ourselves his friends were in need.
He is selfless, caring, and will drop everything to make sure his friends are safe and well.
Brian has recently gone through absolute hell with his own health, safety, wellbeing, and livelihood and it OUR TURN to help this kind and wonderful friend!!!

In late February 2025 Brian Targonsky was violently run over, dragged, and run over two more times, by a driver that inexplicably crossed three lanes of traffic, hitting him head on, while lawfully riding his bicycle.
This was a hit-and-run, and the bulk of his injuries were from the driver trying to get him out from under the vehicle, and to flee the scene.
Brian was knocked out instantly, and sustained permanent disfiguring injuries, including brain damage. His left foot and right hand were crushed. His left shoulder was dislocated and that collar bone was broken. He nearly lost his right eye.
The vehicle that hit him was estimated to be traveling at 45mph.
The driver never stopped to render aid.
Brian was simply left for dead.
According to the ER doctors, were it not for his good quality helmet, the impact would have killed him instantly.
As a result of the injuries, two surgeries, and recovery time, Brian was out of work, and lost the income from two full-time jobs, for nearly a half of a year.
Despite the facts that the owners of the vehicle have been identified, and the driver having been identified, despite the driver being found 100% at-fault, despite the gravity of his injuries, and despite all of the witnesses, San Francisco Police have elected to do nothing.
Depending on how this would be charged, this could be as many as four felonies.
The owners of the vehicle, and the driver have absolutely no resources that would justify a lawsuit. They have the minimum insurance coverage that the law allows, and that is the property of the lawyers, and the hospital. There will be no settlement.
He is back at work, but at permanently reduced capacity.
Brian will bear the outcomes of these injuries for the rest of his life.
He is working as many hours as he can bear, and stay awake for, at two jobs.
Despite this, he cannot get on top of his bills, and he is at risk of losing everything that he has in this world.
