Ensure Allen's Ashes Return to Family

Please help me give my brother Allen a descent send off. He passed recently and I don't have the funds for his cremation. The morgue told me that they will hold body for only two weeks then they will cremate him for free but it's not guaranteed that my family will receive his ashes! Please help! Thank you.
