I am Xochitl Elías, a Salvadoran scientist and the regional coordinator of ECOP Central America. For the past five years, we have been building a network of early-career ocean professionals across six Central American countries, all on a voluntary basis, with no dedicated funding.

What is ECOP?
ECOP (Early Career Ocean Professionals) is a global programme endorsed by the UN Ocean Decade. Our mission is to amplify the voices and contributions of the next generation of ocean professionals, particularly in underrepresented regions like ours. The network currently has over 7,200 members across 166 countries, and we are the node representing Central America.

The challenge
Central America is a region with immense ocean territory, nearly five times larger than our landmass. Yet we are often underrepresented in international ocean science and policy spaces. Our ECOPs are brilliant, passionate, and ready to lead, but they face significant barriers: lack of funding, language barriers, visa difficulties, and limited institutional support.

Our event at COLACMAR 2026
On 24 September 2026, we are organizing a side event at the COLACMAR congress in Panama: "Fortaleciendo a jóvenes profesionales del océano: identificación de vacíos, barreras, y soluciones en América Latina" (Strengthening Early Career Ocean Professionals: Identifying Gaps, Barriers, and Solutions in Latin America)

This is our first in-person event of this scale in the region. We will bring together ECOPs from across Latin America to connect, share experiences, and co-create solutions to the challenges we face.

The agenda includes:
  • A panel with coordinators from regional nodes
  • Small-group discussions on key themes: funding, interdisciplinary collaboration, the job market, communication and storytelling, national ocean literacy, capacity development, and internationalization
  • Networking spaces to strengthen regional collaboration

Why this matters
This event is not just a meeting. It is the starting point for building a strong regional network of young ocean professionals in Latin America. The connections made and solutions identified will ripple beyond this single gathering, strengthening the region's contribution to the UN Ocean Decade. We want ECOPs in the region to know they are not alone – that there is a community that supports them and that their voices matter.

How we will use the funds
We are raising $3,940 USD to cover essential costs for the participation of seven ECOPs who are part of the ECOP Central America coordination team. The funds will be received by me, Xochitl Elías, in my capacity as regional coordinator, and will be used exclusively for the following expenses:
  • Local transportation within Panama for the team: $200
  • Travel within Central America for four team members (from Costa Rica, Guatemala, and El Salvador): $800
  • Travel from Europe for the regional coordinator: $1,500
  • Daily allowances (per diem) for the full team during the event: $840
  • Accommodation for five team members: $500
  • Workshop materials: $100

Total: $3,940

Our commitment
As a team, we have demonstrated over five years that we can achieve a lot with very little. We have organized national symposia, online seminars, a Python programming course, and a free masterclass series ("Mes Azul") – all on a voluntary basis. With your support, we can take the next step and bring our network into the in-person space, strengthening the bonds that unite us as a region.

Join us
Investing in young ocean professionals is investing in the future of our oceans. We invite you to be part of this movement. Every contribution, no matter how small, brings a Latin American ECOP closer to an opportunity that can change the course of their career – and with it, the course of ocean science in our region.

Thank you for believing in us.
With gratitude,

Xochitl Elías
Regional Coordinator – ECOP Central America
