Emergency vet care for Romeo-Hit by car now declining

Hi, my name is Denise, and I'm asking for help for my sweet Chihuahua, Romeo. 2 Mondays ago , someone accidentally left the door open and Romeo got out. He was hit by a car and rushed to the animal hospital. They told me his pelvis is fractured in multiple places and that he would need surgery. I couldn’t afford it, but the vet said he "might" heal with strict cage rest because he’s young. They gave me 7 days of pain meds and sent us home. Now it's been almost 2 weeks and he’s getting worse instead of better. He barely eats or drinks. I have to syringe water into him to keep him hydrated. And now, his leg is swelling and turning purple. It didn’t look like that yesterday. I’m scared something is seriously wrong maybe an infection, internal bleeding, or something life threatening. But I have no money left to take him back to the vet, and I don’t qualify for pet loans or CareCredit. I’m completely heartbroken. Romeo is my baby, and I just want him out of pain and to have a chance to heal. But I can’t do it alone. If I lose him ill fall apart.
