Eileen's days out

In February 2018 my Mum was taken to A&E in good time for a brain haemorrhage to be diagnosed and treated successfully. The doctor who investigated her medical negligence said that she had a very good chance of making a good recovery if she were given the appropriate treatment at the right time. Before being taken to hospital my Mum enjoyed being fully independent, refusing to pay bills by direct debit so that she could have an excuse to go to Woolwich to pay them and get out. She would often walk around the shops for fun. She managed a three bedroom house and garden and cooked every day. My Mum now has severe cognitive impairment due to brain damage and is wheelchair bound and completely dependent on us.
So that she wouldn't need to go into a care home, my sister dropped her working hours to be able to care for her at home as we know my Mum would not thrive in an institutional environment. Unfortunately, we have been delivered another unkind blow and discovered that not only does my sister not qualify for carers allowance and so cannot replace her car which has recently been written off as unrepairable, but my Mum is too old to qualify for mobility allowance and therefore the chance of a mobility car. My Mum hasn't left the house since her discharge from hospital in the beginning of June and is lacking the stimulation to improve her outcome.
We would love to be able to take her shopping, to the market, the park or even a restaurant for a few hours when her condition, which can be very erratic due to exhaustion, behaviour and other medical issues that have arisen since February will allow. We don't know how long we have with our Mum so it would mean everything to be able to offer her some improvement to the quality of the last chapter of her life with us.
I have managed to put together 2k towards the purchase of a used wheelchair access car. We think we can buy a reliable one for approximately 7.5-8k. I really don't like resorting to this but we would appreciate any help you feel you could give.
