Law Enforcement Family In Need Of Help

35 YEAR-VETERAN OF THE LOS ANGELES SHERIFFS DEPARTMENT VICTIM OF A FATAL ACCIDENT BY FLEEING FELONS

On December 22nd, just three days before Christmas, Phillip Barragan “Phil,” a 35 year veteran of the Los Angeles County Sheriffs Department, was murdered in a fatal traffic accident by suspects evading police.   Phil’s world revolved around his beloved wife and two daughters, and it all changed in an instant.

On that tragic evening, Phil was on his way home from work and near a gas station when the suspects, who were speeding to get away from police, ran a red light and hit Phil’s car head-on. Phil succumbed to his injuries at the scene. The suspects survived, and police found contraband and a weapon in the suspects’ car. It is indeed ironic and tragic that Phil risked his life every day in public service to find himself a fatal victim of a senseless crime.

Phil graduated from the LASD academy in 1983 and worked more than 30 years at Central Jail; he retired in 2018. Phil had a wonderful and rich sense of humor and a genuine desire to help others. His good nature put a smile on thousands of people during his life. His primary passion was his family, taking care of them and instilling in his daughters the importance of education and public service. Phil leaves behind his wife, Silvia Barragan (RN-BSN), and daughter, Haley Barragan (CNA), who work on the front lines of the COVID pandemic, and his youngest daughter, Holly Barragan. She is currently a high school junior with plans to attend college in 2022. After retiring from the Los Angeles Sheriff Department, Phil put on hold his full retirement to continue to provide for his daughters’ education expenses. He was the consummate family man.

Professionally, Phil approached law enforcement with the proper outlook – here to protect and serve. He was non-confrontational and relied on his kind nature to get the job done.

We are asking for your help for Phil’s family to help with current and future educational expenses, such as Holly’s college tuition, as well as costs related to his passing and grief counseling for his survivors.
