Water damage is expensive! And when it's the City's fault and flood insurance doesn't cover it, it's TOUGH to cover the bills!

30 years ago the city of Colorado Springs built a stormwater drainage system that dumped water from 16-square acres of rainfall into what would be our back yard. The system wasn't built to code and has caused continued erosion and flood damages to our property. Repairs were suppose to happen in 1997 and 2008... but never did. When we bought our house in 2012, it was a foreclosure. We had the land inspected because of our ominous position in the Valley.
Our house flooded for the first time on the 21st of May. We told the city and were able to take care of the water/mud/rock ourselves. The city did nothing. On the 16th of July it flooded again. This time we had massive amounts of water, mud and rock in our garage and lower level. Flood insurance wouldn't cover it and the city, despite having known about this problem for 30 years, is immune to stormwater damange AND negligence. So we're stuck with a HUGE bill.
The city is unmoving and because it's "just $15,000 of damage," we can't find a lawyer willing to help us either.
I hate asking for your help. But we're having trouble with the bills. Please help where/if you can.
