Dog attack emergency and plastic surgery bills

Thursday Sept 16th my autistic sister was in a friend's yard when a man pulled up getting himself and his dog out (who wasn't on a leash). My sister being the caring sweet animal loving soul she is, approached the dog cautiously when the dog jumped biting her face ripping her upper lip off. The man grabbed his dog and left my sister crying, screaming, and bleeding. She was taken to the ER then proceeded to have 2hrs worth of plastic surgery to rebuild her lip. Not to mention a series of rabies shots. She has been left physically and emotionally scarred. The man has not been caught and we are left with some rather hefty ER bills as well as the plastic surgeon bills, as well as some future therapy bills. Any little bit would help immensely. Thank you!
